El Toro Re-Use Planning Authority
Seven neighboring cities joined together to ETRPA. Their goal was to stop the construction of an international airport in the heart of south Orange County's newest (and nicest) residential areas.
Objective
To convince Orange County's voters that the noise generated by the proposed El Toro International Airport would be far greater than they had been told, and that it would impact all the county's residents.
